Integral Circular Economy Report 2021

This is the first Integral Circular Economy Report (ICER). It highlights the progress of the transition to a circular economy in the Netherlands. The Netherlands Environmental Assessment Agency (PBL) is writing this report at the request of the government, which is aiming for a fully circular economy in 2050. The ICER will be published every two years and is produced in collaboration with other knowledge institutions.

The ICER 2021 provides insight into international and national trends in the use of raw materials and also maps out the environmental and socio-economic effects that result from this. This concerns both the amount of raw materials that are used and deployed, and the amount of waste that is released after the disposal of products and materials. But it also concerns the effects that the use of raw materials has on, for example, the climate, biodiversity and security of supply. The ICER 2021 shows, among other things, that although raw material efficiency has increased for the Netherlands, the absolute amount of raw materials has hardly decreased.
